New General Manager announced

Tuesday, 29 May 2018

Penrith City Council will be entering an exciting new chapter with the announcement of a new General Manager, Warwick Winn, who is due to start in late August.

Recruitment for a new General Manager started earlier this year when Alan Stoneham announced his retirement after 43 years at Council, 10 years of which he spent as the General Manager.

Penrith Mayor Cr John Thain said the announcement of the new General Manager comes at the end of a rigorous recruitment process.

"I was blown away by the calibre of candidates for the role, it was a tough process and I have the upmost confidence has turned out the best candidate to take both Council and our City into the future," Cr Thain said.

Mr Winn, a local resident who has been living interstate for the last few years, is a seasoned General Manager, holding similar roles at North Sydney Council and more recently Manningham Council in Victoria.

"Our region is on the cusp of transformative change and getting the best candidate to bring our staff and the community on the journey into our future was the main focus for the recruitment panel," Cr Thain continued.

"Warwick's overall capabilities and demonstrated leadership experience led the panel to select him from the exceptional candidate pool.

"In particular, his previous experience dealing with growth and the delivery of an airport mean Warwick has the skills and expertise to get the balance right for our City," Cr Thain said.

Mr Winn said as a local resident he was thrilled to be returning to his home region.

"I'm a Penrith local at heart and it's wonderful to be returning to where my family is. I love the region and have been watching Penrith grow with keen interest for years," Mr Winn said.

"I am passionate about Penrith and excited about what Council has achieved so far, and where the City and region is heading.

"Penrith has so much potential and I am honoured to be chosen to lead the organisation and community through the coming years," Mr Winn continued.

Mr Winn will commence with Penrith City Council in late August. Alan Stoneham will extend his contract to provide a sufficient hand-over.

"We look forward to welcoming Warwick into our ranks and seeing what he can deliver for our city," Cr Thain concluded.

Warwick is currently the Chief Executive Officer of Manningham City Council. Prior to his commencement at Manningham, he held the position of the General Manager (CEO) of North Sydney Council.  Before that Warwick held the position of Director of Planning and Development Services at North Sydney for 9 years.

Warwick was previously the Group Manager of Environment and Customer Services at the Blue Mountains City Council and before that the City Planning Manager at the Dunedin City Council in NZ. Warwick was professionally trained and had worked in the United Kingdom in the urban and environmental planning field for 9 years. He was involved in leading European Committee of Regions studies in spatial planning and environmental policy related to regional airports and economic development.

Warwick's qualifications include an Advanced Diploma of Management, Masters of Environmental and Local Government Law, Post Graduate Diploma of Town and Country Planning, Advanced Diploma of Environment and Development and a Bachelor of Arts majoring in Organisational Psychology. Warwick is a Chartered member of the Royal Town Planning Institute.
