Penrith comprises an area of 404 square kilometres and our CBD is located 55 kilometres west of the Sydney CBD.
Our LGA is bordered by six other Local Government Area’s—Blacktown, Blue Mountains, Fairfield, Hawkesbury, Liverpool and Wollondilly.
Our people deliver a wide range of services to our community, including:
- Constructing, managing and maintaining a range of civil assets, recreation spaces, buildings and facilities
- Managing and maintaining Council’s aquatic and leisure facilities

Our Asset Management department is responsible for the centralised planning of Council’s Civil and Parks Asset Management programs, City Safety and Security functions, and oversees the majority of Council’s assets including buildings, active and passive open space areas (including sporting fields, playgrounds, parks), roads, bridges, footpaths and drainage.
The Aquatics and Leisure department is responsible for the management of a number of facilities including a gym, pools, hydrotherapy and rehabilitation centre and an indoor recreation centre for the residents of Penrith.
The Business Excellence department includes Business Systems, Council’s Project Management Office (PMO) and Business Improvement (BI) team. Their work includes the optimisation of Council’s business portfolio investment, leading and mobilisation of continuous improvement, and uplifting organisational Business Transformation capability.
Council’s Children's Services is comprised of 53 childcare educational services, which annually cater for over 5,000 children through services such as Long Day Care, Vacation and Out of School Hours Care, Preschool and a Mobile Playvan, making Penrith City Council the largest local government childcare service provider in NSW.
The City Activation Community and Place Department works closely with residents, community organisations and other levels of government to provide a range of programs and services, including social planning and research, advocacy, community and cultural development projects and various events, supporting the growth of a cohesive and sustainable City, active and engaged communities and community wellbeing and pride.
The City Planning department are responsible for coordinating the long-term planning for our City, delivering a range of programs and services including the development of long term land use planning strategies and policies, city planning, regional planning and place-based planning projects.
Home to nearly 300 Council employees, the City Presentation department delivers a range of services that provide clean, well-presented public spaces in the Penrith Local Government Area, ensuring that Council spaces are well maintained and always ready for use by our residents.
The City Strategy Department looks at all aspects of planning and delivering a better city for all residents now and into the future.
The Communications Department provides a voice for Council in our community through a range of communication campaigns and is responsible for helping our people in campaign planning and implementation, brand support, digital communications, graphic design, civic events and media support.
Our Community Facilities and Recreation Department are responsible for the development, management and promotion of Council’s recreation facilities (including sportsgrounds, neighbourhood centres, parks and reserves) and cemeteries, as well as delivering services and programs which provide a range of recreation, leisure and sports opportunities for our communities and partners.
Whether you meet them through the voice on the phone, or the smiling face at our front counter, Council’s Customer Experience team is the first point of contact for all customer and resident queries.
Design and Projects is responsible for the delivery of Council's major capital works, which include buildings and civil infrastructure.
Council’s Development Services department ensures that Penrith is a well-planned, balanced city that supports the housing, lifestyle, employment and other needs of our diverse and growing population through a team of planning and building professionals who are responsible for development assessment, certification and fire safety.
Economy and Marketing work collaboratively in economic development and provides strategic economic advice for our City and the region.
Engineering Services partners with employees across our organisation, people in our community, state and federal agencies, businesses and interest groups to deliver a range of programs and services to our City, including transportation, drainage, development engineering and traffic management.
Environmental Health and Compliance play a vital role in protecting the health, environment and safety of our growing City and are responsible for environmental protection and public health programs, development compliance, regulatory and animal services.
Executive Services contributes to the effective and efficient running of Council’s Executive Office by providing professional and confidential secretarial support to the Executive Leadership Team team, the General Manager, and Mayor.
Our Financial Services Department is responsible for the management of Council's financial functions, including rates, corporate and financial accounting, and purchasing and supply.
The Future Directions and Resilience department is responsible for ensuring that Council’s goals and objectives are aligned to the Integrated Planning and Reporting (IP&R) framework, managing public affairs and deliver environmental sustainability and resilience programs for Council.
The Governance department delivers a range of programs and services, including the provision of governance advice and the delivery of governance awareness initiatives, administrative support to Councillors, management of Council records, and supporting Council’s internal stakeholders.
The Information and Communication Technology department is responsible for the provision of ICT services across the organisation through business solutions, infrastructure/systems integration, spatial information systems, project management and strategy delivery.
Legal Services supports Council employees and department with legal advice, litigation, drafting and reviewing of contracts, and conveyancing, as well as having responsibility for the enterprise risk management framework, internal audit, and insurance claims management.
Library Services provide informational, educational and recreational resources and services for residents and visitors through three branch libraries (located in Penrith, St Marys and St Clair), a Home Library service, a Toy Library and a range of online services.
People and Culture is responsible for the implementation, coordination and direction of Council’s Human Resources, Payroll and Systems, Organisational Development and Work Health and Safety functions.
Program Assurance is responsible for implementing the framework of the Enterprise Project Management Office (EPMO) and for the effective implementation, leadership, direction and coordination of the governance of WestInvest and other major projects for Council.
The Property Investment department manages strategic property functions and projects, including the identification, acquisition, disposal and development of Council’s property.
Waste and Resource Recovery provide waste and recycling services, waste planning and promote waste avoidance and resource recovery within our City, making Penrith a recognised leader in sustainable waste management.
