Council Meetings and public access
Council generally holds one Ordinary Meeting of Council and one Policy & Strategy Committee Meeting each month on Monday nights from 7pm in the Council Chambers. Members of the public who wish to attend either of these meetings in person to observe are welcome. The meetings are also livestreamed, with a recording of the meeting generally available the next business day. Recordings of meetings are considered 'Government Information' and Council will retain the information for a period of at least one year and may be disposed of in accordance with State Records Act 1998. By attending these meetings, attendees agree to be recorded.
Business papers for each of the above meetings are available a few days prior to the scheduled meetings. Past recordings and past business papers are also available.
Closure of meetings to the public
Members of the public are excluded from parts of meetings, including livestreams, recordings and business papers, which are considered confidential business, in accordance with Section 10A of the Local Government Act 1993 No 30. Members of the public may make representations about the closure of any part of the meeting to the public. To make representations, please complete an application form.
Closed Meeting Resolutions are published here and in accordance with the Model Code of Meeting Practice, confidential business papers are published on the same page once they are no longer confidential.
Public Forums
Prior to each Ordinary Meeting, Council may hold a public forum for the purpose of hearing oral submissions from members of the public on items of business listed for consideration at that meeting. A public forum may also be held prior to an extraordinary council meeting. By attending the public forum, it is taken by the chairperson that the person has agreed to be included in the livestream.
Anyone can request permission to address the public forum on a matter listed on the agenda of an ordinary or extraordinary meeting. All requests are subject to approval, and there is a limit to 2 speakers for and 2 speakers against each item on the agenda. Each accepted speaker will be allowed 5 minutes to address the Public Forum. Council will accept written submissions in this application form up until midday on the day of the meeting. Applicants will receive confirmation by 2pm on the day of the Ordinary Meeting as to whether they will be provided opportunity to speak. A councillor (including the Chair) may, through the Chair, ask questions of a speaker following their address. Speakers are under no obligation to answer a question put to them. Speakers are not permitted to ask questions of the Council, councillors or council staff.
Please note it is at the discretion of Council to withdraw the opportunity to speak where a speaker fails to respect meeting rules or engages in conduct that could be considered disorderly.
Public forums are chaired by the Mayor or their nominee and held at 7pm on the day of an Ordinary Meeting, where there are accepted applications from members of the public.
