Affordable Rental Housing Contribution Scheme

Penrith City Council prioritised the introduction of an Affordable Rental Housing Contribution Scheme (The Scheme) as means to generate additional affordable housing within the Penrith Local Government Area.

The Scheme currently applies to the development of Glenmore Park Stage 3 and Orchard Hills North. Legislative maps are available on the NSW Planning Portal or by using the map below.

Providing affordable rental housing within the Penrith Local Government Area ensures that people living in low to moderate income households can continue to live and work in our community.
The Scheme provides detail about how, where, and at what rate development contributions can be collected from redevelopment of land for affordable housing.

The Scheme came into effect on 09 June 2023, following an amendment to the Penrith Local Environmental Plan 2010 (Amendment No 41) (2023-290).

To support The Scheme an Affordable Rental Housing Contribution Implementation Policy was adopted by Council on the 28 August 2023. The Policy provides detailed processes and procedures for the distribution of contribution funds.
