The residential developer lodged its application for the $63.5 million Penway Place project in May last year.

Construction will start next year. The first stage of the development will include 81 apartments within two residential towers atop a three-storey podium with ground level retail and car parking.

“Penrith presented a unique opportunity for Toga to contribute to one of NSW’s fastest-growing cities,” Toga chief executive Fabrizio Perilli told the Urban Developer.

Toga paid around $17 million for the Penrith sites, amalgamating three sites across High Street and Union Road for the development in December 2014.

Toga says construction will start next year. The first stage of the development will include 81 apartments within two residential towers atop a three-storey podium with ground level retail and car parking.
