Development Application Process

A Development Application (DA) is a formal request for permission to carry out proposed development, including the use of premises. Approval is required before carrying out any development (except where expressly exempted). Click here to find out more about the process.

Visit Penrith

Council is highly engaged in the promotion of the local visitor economy. Eligible local businesses can submit their details for listing on the Visit Penrith website by emailing This email address is being protected from spambots. You need JavaScript enabled to view it.

NSW Government

Business Connect

The Business Connect program is funded by the NSW Government. It is a dedicated and personalised program that provides trusted advice to help you start or grow your small business.
The provider of the Business Connect program in the Penrith Local Government Area is the Western Sydney Business Centre.

Service NSW

Service NSW provides help for small business, including starting or expanding a business.
Resources include various business guides for finance, managing staff, running and closing a business, and industry specific how-to guides.

The Business Concierge Service is a free call service for businesses, which operates Monday to Friday from 7am to 7pm, tel: 13 77 88.

Businesses can also access support and recovery services, including storms and floods assistance and COVID-19 help for small businesses.

Penrith City Council is an Easy to do Business council and works closely with Service NSW to support small businesses.

Small Business Commissioner

The Small Business Commissioner  empowers small business with advocacy and mediation support, giving them a voice at the highest levels.

TAFE NSW

TAFE NSW is the leading provider of vocational education and training in Australia. TAFE NSW is currently offering the following programs:

The Australian Taxation Office (ATO) is the principal revenue collection agency of the Australian Government.

business.gov.au is an online government resource for the Australian business community. It provides a range of free tools and resources.

The website focuses on all areas of planning, starting, running and exiting a business, including links to various government websites.

Penrith Valley Chamber of Commerce

Penrith Valley Chamber has been helping business owners build quality relationships since 1927.

Business Australia

Formerly known as the NSW Business Chamber, Business Australia now supports businesses across the country, untying legal knots, boosting efficiency, advocating for better conditions and helping them grow.

Launch Pad

Western Sydney University’s Launch Pad is a tech startup incubator operating since 2015. Launch Pad was established to enable the growth of a startup community in Western Sydney and drive the development of a sophisticated innovation ecosystem for the region.

Penrith CBD Corporation

Penrith CBD Corporation is funded through a special rate levy collected from local property owners in the CBD. The Corporation works closely with Penrith City Council and key business partners to assist and support local business owners, retailers and restaurants “unlock the opportunities” and grow their business ready for our city’s future.

St Marys Town Centre Corporation

St Marys Town Centre Corporation exists to engage and connect the local business and social communities in St Marys.

Australian Tourism Data Warehouse

The Australian Tourism Data Warehouse (ATDW) is Australia’s national platform for digital tourism marketing in Australia. By creating an ATDW listing, Penrith tourism operators benefit from being listed on the Sydney.com website.
