Penrith Progression identified the creation of an evening economy as an important element in the revitalisation of the Penrith City Centre. Economic planning consultants Urbis Pty Ltd worked with Council to find out how the night time economy works, how big it is and what changes
could be made to make it better.

Penrith Progression began as an initiative of Penrith City Council and the Penrith Business Alliance, to transform the City Centre and deliver jobs for the future.
A process of collaborative discovery, it identified new economic, social and environmental drivers, addressed barriers to investment, and identified catalyst projects to revitalise the city.
In February 2015 – following 12 months collaboration with investors, landowners, community and others - the
Penrith Progression A Plan for Action (accessible pdf 26.2MB) was launched. It has the potential to bring 10,000 jobs and 5,000 dwellings to the City Centre.
Through investment, development and business growth, it will help meet the 2031 target of 45,000+ new jobs in the City.
Online forum results
The Penrith Progression online forum collected some fantastic ideas, some building on opportunities identified in previous consultations. The
final report (364KB pdf) shows the forum was viewed more than 500 times.
Ideas and Opportunities Workshop
Ideas and Opportunities Workshop (737KB pdf) event on 8 August 2014 was a success. Potential catalyst projects in creative and digital media, health and lifestyle, global education, advanced logistics and transport sectors were a focus.
The Ideas and Opportunities Workshop package provided an overview of the economic drivers, potential areas of comparative advantage and future investment in the city. It focused on likely projects and initiatives in the identified sectors.

More than 160 people from our community and major stakeholders came together in Penrith on 8 May 2014 to discuss the future of our City, including jobs close to home, traffic congestion and inadequate transport. There were presentations from
