Penrith Council’s Enhanced Environmental Program has a strong commitment to improving and maintaining the quality of our waterways and raising community awareness about water use and conservation. 

To celebrate National Water Week, Council has launched an exciting Photographic Competition with the theme “Our Water, Our Future”.

The primary message for National Water Week 2009 is that we are all responsible for our water future.

DID YOU KNOW:

  • The total length of all waterways within the Penrith Local Government Area (LGA) is approximately 1,500 kilometres
  • There are 73 gross pollutant traps installed within the LGA that removed 371 tonnes of pollutants (such as litter, leaves, silt and plastic bottles) from our waterways in 2008-2009  
  • There is about 580 kilometres of stormwater pipeline in the Penrith LGA, with over 20,000 stormwater pits forming part of the stormwater network. This stormwater network is not connected to sewer and flows directly to our creeks and rivers 
  • Approximately 62ML of water per day flows over Penrith Weir on the Nepean River under low flow conditions
  • 55 reptile species occur within the Penrith LGA, 2 of which are listed as threatened under the Threatened Species Conservation Act
  • 17 locally indigenous fish species occur within the Penrith LGA
  • Cigarette butts are the most littered item in NSW with an average of 31 butts per 1,000 square meters being littered in 2008-2009. This means on average over 12.5 million cigarette butts were littered across the Penrith LGA in 2008-2009, many of which ended up in our waterways
  • Up to 40% of a household's water use can be replaced with rainwater, and approximately 4,800 rainwater tank rebates were issued across Sydney Water's area of operations in 2008-2009
  • Penrith Sewage Treatment Plant (STP) discharges about 22ML/day to Boundary Creek and then into the Nepean River, and St Marys STP discharges about 35ML/day to South Creek
  • Stormwater flows untreated to our creeks and waterways.

Caring for Penrith's waterways and our precious water resources is everyone's responsibility as it's our water, our future.

Categories and Prizes:

  • Open Age Category (Over 18yrs)  - $500 cash prize donated by Rocla and a double pass to Penrith Whitewater Stadium valued at $178
  •  12 – 18 yrs  - $250 photographic gift voucher from Penrith City Council and a double pass to Penrith Whitewater Stadium valued at $178
  •  Under 12 yrs - a Sony Digital Camera valued at $250 from Mall Camera House

How to Enter:

We are calling for all creative amateur photographers to submit a photograph that captures what the theme “Our Water, Our Future” means to them. All photos submitted must have been taken within the Penrith Local Government Area (refer to the map opposite for the boundaries). Photos will be judged on presentation of the theme, composition, focus, use of light, and creativity. For Terms and Conditions of the competition please see below.  

All photographic entries must include a completed entry form, and can be submitted as below. Click here for an entry form.

  • In digital jpeg format via email to photocomp@penrithcity.nsw.gov.au. All images must be of a high quality when viewed in an A4 format.
  • In digital jpeg format on CD and/or an A4 unmounted photograph. All digital images must be of a high quality when viewed in an A4 format.

Terms and Conditions

1. This competition is open to anyone currently residing in the Penrith Local Government Area, except those involved in the competition’s organization, other employees of Penrith City Council and the competition Sponsors.

2. Only photographs taken of subjects within the Penrith Local Government Area will be judged (see info sheet for map). Entrants will be required to provide proof where necessary that the photo was taken in the Penrith Local Government Area.

3. Photos will be judged on presentation of the theme, composition, focus, use of light, and creativity.

4. There will only be one winning entrant within each category, with the prizes as follows:

  • $500 cash prize from Rocla and a double pass to Penrith Whitewater Stadium valued at $178
  • 12 – 18 yrs  - $250 photographic gift voucher from Penrith City Council and a double pass to Penrith Whitewater Stadium valued at $178
  • Under 12 yrs - a Sony Digital Camera valued at $250 from Mall Camera House

5. The winners of each category and commended photographers will be notified by 24 October 2009. The best selection of entries will be exhibited in Penrith City Library after 24 October 2009.

6. All intellectual property rights of all entries will vest in Penrith City Council (Council). By entering this competition, you authorise Council to use any photo you submit for any purpose.

7. Entries are limited to three per person, however a signed application form must be submitted for each photo.

8. Each photo can be submitted only once.

9. If the photo is taken on private property or of private property, the entrant must warrant that they have obtained the permission of the owner of that property.

10. Permission must be obtained from anyone appearing in any entered photos, including parents of anyone under the age of 18. Entries that include images of children (<18 years of age) must comply with all federal and state government rules and requirements.

11. If the entrant is under the age of 18, a parent or guardian must sign the application form, agreeing to all terms and conditions.

12. The entrant must ensure that nothing in the photograph or accompanying description infringes on the intellectual property rights of any other person or entity.

13. Council reserves the right to refuse any entry if it contravenes the rules, entry requirements or is not deemed to be of sufficient standard for the competition. Any entry that at the sole discretion of Council and or the judges is deemed to be indecent, obscene, discriminatory or offensive will be immediately disqualified from the competition and appropriate action will be taken.

14. All photos must be submitted together with an entry form and can be submitted either digitally in jpeg format via email to photocomp@penrithcity.nsw.gov.au, digitally on a CD in jpeg format and/or as an A4 unmounted photograph.

15. All digitally submitted images must be of sufficient native resolution that they can be printed or viewed at A4 size or greater. As a guide this will require images with a native resolution of 4 million pixels or above.

16.File labels should include the entrant’s name and the key subject (eg JBrown_oilrainbow.jpg). Please label all images using the same format.

17. Photos must be unpublished and the entrant must warrant that all photographs entered into the competition have been taken themselves.

18. The entrant must be the sole author and owner of the copyright for all images entered. Where photomontage / multiple exposures techniques are used to generate images each image must be the entrant’s sole copyright.

19. The entrant (or where the entrant is a minor, then the parent or guardian) shall indemnify and release the Council in respect of any judgement, action, or liability for all loss, damage or injury to persons or property arising from the negligence of the entrant (or where the entrant is a minor, then the parent or guardian) or against any breach by the entrant of any third party intellectual property rights and against any act or omission of the entrant (or where the entrant is a minor, then the parent or guardian) commenced by a third party against the Council.

20. Entries will not be returned.

21. No entries will be accepted after 14 October 2009.

22. Judges will be appointed by Council to choose the winners. Council’s decision on all matters relating to the competition is final, and no correspondence will be entered into concerning the competition's judging and organisation. Should the quality of entries fall below the standard required, Council reserves the right not to award prizes.

23. Council will not be held liable for any lost entries.

24. Except for the $500 cash prize from Rocla, prizes are not redeemable for cash.
