Strategic Plan 2031, Delivery Program 2009-2013 and Operational Plan 2009 - 2010
The Penrith Regional City Strategic Plan 2031, Delivery Program 2009-2013 and Operational Plan 2009-2010 were adopted by Council at its Ordinary Meeting on Monday 29 June 2009 and will take effect from 1 July 2009.
The new strategic planning framework that forms the basis of the Strategic Plan, 4 Year Delivery Program and 1 Year Operational Plan has been founded upon Penrith's Principles for a Sustainable City .
Council embarked on a new strategic planning process charting the course to a sustainable future for Penrith City. The process has delivered an integrated suite of documents that outline the many tasks and actions that both the Council and the wider community will need to take over staged timeframes. These documents are the result of extensive community consultation to ensure that they will work to secure our shared vision for the future.

The Strategic Plan 2031 is Council’s principal policy document, guiding its leadership of the City. The plan provides a long term view for the City, stretching beyond the next ten years, and contains Council’s vision and strategic directions for the future of our City.
The Plan describes the City’s future through five key themes with targeted objectives and strategic directions to guide both the community and Council. Underpinning all this work are Penrith's Principles for a Sustainable City.
Key themes of the Plan include:

- A liveable City
- A vibrant City

The Delivery Program 2009-2013 links the ‘planning’ in the long term Strategic Plan with the ‘implementing’ in the annual Operational Plan, setting out clearly the actions and activities Council will be undertaking in a four year program to deliver, or work towards achieving, Council’s longer term strategic directions. The Delivery Program is important in making sure that all of Council’s services and programs remain focussed on delivering the agreed long term outcomes for the City.

The Operational Plan is the ‘implementing’ part of Council’s key strategic documents, and outlines all of Council’s services. Most services will identify strategic tasks, to be undertaken in the year ahead, which will contribute towards the delivery of Council’s Strategic Program and Plan.

Together the plans provide a focussed direction for the City in pursuing a sustainable future.
