Penrith City Centre Plan
The following documents form the Penrith City Centre Plan:

Background
The population of the Penrith local government area has grown from 33,000 people in 1961 to more than 175,000 today. The Centres play important roles in the City's economy, and a growing region of 300,000 people. Penrith City Council commenced the review of the vitality and viability of the Penrith City Centre and St Marys Town Centre in December 2002, to stimulate debate about the framework, direction and future planning of the Centres and to ensure that they continue to be vibrant and vital places for jobs, business, shopping, living and recreation. 

The City Centres’ Review has taken place within the context of the debate and development of the State Government’s new Metropolitan Strategy for Sydney.  That Strategy is to guide metropolitan growth and change over the next 25 years, and identifies Penrith as a Regional City.
Further work on detailed planning controls and civic improvement programs will be undertaken throughout 2006/2008 in conjunction with the Department of Planning’s Regional City Centres Taskforce.

During 2003 and 2004 a number of technical studies were prepared and public consultations held. Draft Strategies for St Marys Town Centre and Penrith City Centre were prepared in addition to maps showing the proposed Activity Precincts and Built Form. These maps are able to be viewed here. These Strategies were publicly exhibited during March 2006. The responses to the exhibition were considered and amendments were made to the Strategies. The amended Strategies along with Precinct Plans and Public Domain Plans were endorsed by Council on 7 August 2006 and are able to be viewed from here.   

On 24 November 2006 the NSW Minister for Planning, the Hon. Frank Sartor MP launched a suite of four planning documents to guide future development in the Penrith City Centre. The draft documents include:

-  a City Vision,
-  a Local Environmental Plan,
-  a Development Control Plan, and
-  a Civic Improvement Plan.

The draft plans were placed on public exhibition between 28 November 2006 and 15 February 2007.

Following the exhibition, the documents were reviewed by the Cities Taskforce and Penrith City Council. The revised Vision, Local Environmental Plan and Development Control Plan were endorsed by Penrith City Council at the Ordinary Council Meeeting of 15 October 2007.

The NSW Minister of Planning gazetted the Penrith Local Environmental Plan 2008 (Penrith City Centre) on Friday 1 February 2008. The Local Environmental Plan and Development Control Plan are in force from 1 February 2008. The Vision is an adopted policy of Penrith City Council.

On Friday 1 February 2008 the NSW Minister for Planning, the Hon. Frank Sartor MP, gazetted the Penrith Local Environmental Plan 2008 (Penrith City Centre).

The Local Environ-mental Plan and Development Control Plan enter into force from 1 February 2008.
